Kyofu or Shinobi-gatana +1

Hello,
I'm just starting out leving my NIN because I finaly got enough fame to quest for Ut:Ichi and I wanted to know what weapon I should use at level 13.
I was intrested in the Kyofu because it does added wind dammage, and being a RDM main I like the idea that I can give my weapons a elemental boost.
The Kyofu runs about 10k each on my server so I was wonderning if it would be worth spending 20k on a set of Kyofu and another 10k on wind fans.
Is the extra elemental dammage really worth it?

I dont know how that especific wepon is, but most weapons with added effect are craptactic... it never seem to kick in on IT mobs...

my Bro who I PT with (DRG) used Holy lance forever and I never saw the light damage kick in, when I used windspear to skill up my polearm, Never saw it kick in either... same with Holy Mace.

I personaly dont like it, but might be better on that especific weapon, never tried any of the spark weapons line so I dont really know.
