Finding ninja tools

I was just wandering how do i get ninja tools without buying them from the AH.. are they from quests or craftin because i have found no info either way..

also if there is a quest of way to craft it could you tell me please? thanks very much!

Can buy from tenshodo guild and norg guild (maybe bastok too, but I don't know...). Can also craft them.
