it dropped from King Behe. Not sure if regular one does, but the stats on that belt are in line with the difficulty of the monsters.

The regular Behemoths and Adamantoise likely can drop them, but probably not nearly as often (10%-30%). The HNM versions likely have a 80%-100% drop rate for them.
