Of course, it's entirely possible that BW works different for mobs than it does for players. But right now, that's the only evidence I've seen so far.
If there's a link to a controlled test on BW, I'd be more than willing to take a look at it. But in situations like this (where one person's explanation contradicts the limited available evidence), I tend to look for actual tests. I've seen many people claim that bloody bolts need your HP to be <100% in order to deal maximum damage... until I went out and proved otherwise in a controlled test.
That's not to say that you're wrong, but this certainly wouldn't be the first time that the mechanics of add'l effects were misinterpreted.
