I really don't know where you got that information, but /thf sub sucks until lvl 65/66, when you get to stack it with cross reaper and spinning slash. Those and the lvl 225 quested WS are the only WS powerful enough to really make use of SA, as the damage multipliers for them are quite high.
Before that, SA will not add enough damage in WS to make up for drk/war sub's berserk, and certainly not double attack. To put it bluntly the only job that can really sub /thf before 60 and use SA well is war main. And that's because they keep berserk, double attack, and have a nasty WS called sturmwind.
If you need to purposely gimp your damage output so that a low hate tank (nin) can hold hate easier, the minimum you should do this is lvl 60, with SA+TA+sickle moon, not guillotine.
