Judging from numberous other posts on this forum asking the same question, nobody is sure what it is. Apparently the japanese players aren't sure either.
Edit - I just made up a new word. Numberous means more than numerous.
figured something out about old arcana arcana.... when u cast arcana circle on a party and are fighting gobs... if they do the blow up bomb thingy.. instead of alot of damage.. only 1 damage is dealt to everyone in the blast range.. arcana is usefull .
More then likly the goblin just blew himself up, which normally does almost no damage. Goblin bomb is a fire based "spell" for resists, arcana has nothing to do with it.

Basically, it's the stuff that has insanely high physical defense that you usually want to avoid killing under any possible circumstances. You deal more damage to them, but the figures are so low that there's absolutely no "wow" factor, heh. Kinda unfair, but oh well. It ain't easy being evil
bombs have low physical defence.....err, arcane literally means "mysterious" from dictionary definition >< that is a bad choice of adjectives i must say. I just use it against any magic casting enemy or whatever, seems useless.
Jeez, haven't you ever heard of arcane magic? 'Arcane' means mysterious like you said, but it is associated strongly with magical arts.
It's like the word occult, which simply means 'hidden,' but it's popularly associated with witchcraft, and such.
So in this case, 'arcana' are just mysterious, magical creatures. It's not a bad choice of words, the enemies are both mysterious (beasts and insects and plants would be well known to citizens of Vana'diel, as would undead, like, "That's a ghost and that's a skeleton" but I don't think you could find someone that could tell you WHAT a bomb or weapon is.) and magical. So there you go.
Yeah, it is the most ambiguous of all the classifications, but I'd think of it as anything you look at and go 'That's weird.'
