Presumably you're smarter than the Goblins and will move if it's going to fail. :spin:
Anyway, Blue Magic would probably be a separate skill category, like Divine/Healing/etc., but each piece of Blue Magic would also work off a standard one of the original 6 magic skills, kind of averaged out, so:
Healing 44 + Blue Magic 31, using Photosynthesis: Regen effect, working the same as if the character were a WHM/RDM with Healing skill at 53 (half the real Healing skill plus the Blue Magic skill).
Elemental 116 + Blue Magic 122, using Bomb Toss: Fire AoE with equivalent damage to a BLM doing Firaga w/Elemental skill at 180. (Heh.)
One thing - each Blue Magic skill drains TP at a specific rate (some are 1x to MP, some are 0.5x to MP, etc. - the more badass of a skill it is, the higher the ratio), and you can't use them if your TP is too low. This probably would help to balance things out, too (sub Samurai if you're having trouble generating TP to use skills, sub a different Mage class if you don't have enough MP, sub Paladin if you're dying before you can use a Blue Magic, etc.)
As far as getting the enemy abilities - you "just" have to have a piece of equipment on that lets you do that, and hit the enemy sometime between when it says "blah begins using l33tskill" and "blah uses l33tskill". Success is still not guaranteed, though - the lv1 equipment starts at a success rate of 10%, and it increases up to the AF (with full AF equipped, success is 90%) - beyond the AF levels, the equipment only improves in defense, not in success rate at capturing abilities.
Have I gimped down Blue Mage/Blue Knight/whatever it ends up being enough to make it realistic to appear? :spin:

Dude, it's intended to be like most of the advanced jobs (other than Spamurai and Summoner) - a MAIN JOB.
Plus, it works better if you think of it as "let's do the job that is to Paladin/Dark Knight what RDM is to White/Black Mage" - not a whole lot of MP (but enough), kind of average across the board, but with a different way of getting skills (and with skills that can be used basically from level 1, if you can safely get them :spin.
Admittedly, though, we don't need Blue Mage - just get a higher-level Beastmaster in your party. :p :p :spin: :spin: :

That'd be a WAR. Pretty nice tank, pretty nice damage dealer, Break WS are like the RDM enfeebles. Thus WAR = RDM of melees.

This can almost be said for any class if you water it down enough. Like any melee you could say "finally a melee that has the ability to do 'x' ability. But that's just a 'x' class without 'x' ability." The bottom line is that different abilities make each class unique and fun to play. Blue Mage might be similar to Red Mage, but they would have different spells and it would definately add a new aspect to the game that Red Mage doesn't add. You also can't necessarily turn down a class before it has even been implemented, because who knows if it would be anything close to a Red Mage (not to say it ever will be implemented).

THERE IS NO BLUE MAGE
Sure there is. Blue Mages have been in Final Fantasy from FF5 on. Where have you been? Now if you mean there is no Blue Mage in FFXI, then you'd be right. Because Blue Mages have been a staple of FF, it only makes sense to speculate what a Blue Mage might be like in FFXI.
