I mainly suggested DEX cause at some levels it'd be possible to acquire more DEX than STR depending on how much gil you have and how many events you do/NM's you camp.

It's not really a breath attack, but the damage it deals is affected by your health just like a breath attack.

I always kept my STR, DEX, and Attack up on BLU. INT is always helpful for tossing around a few cures or if you have a /WHM setup.
