Forgive me for asking, but can't you pull him with Radiant Breath? Why prefer the Paralysis effect of Frost Breath over the Slow + Silence of Radiant Breath? If the Silence effect goes off, you basically win, no?

So this is basically the equivilint to the RDM Maat fihgt? depends on what spells he cast that can make it or break it (Like Maat and his 100% effective blink>.>)

Someone correct me if I am wrong. I think Frost Breath used to do high damage/remove Zephyr Mantle (shadows) and if Paralysis lands it is an extra bonus. All the videos I seen of the fight (I currenly level 69 and analyzing them all for my first attempt), it seems DMG > everything else. They only buff at he beginning of the fight, no healing during fight, and only high damaging blu spells are spam cast. I cant say that this is the best plan but it is the one everyone(forum posts/fight clips) follows. Your question makes me wonder is there a special condition (kind of like Maat fights like THF, WHM, etc.) that will make the fight easier if satisfied.

I am wondering if waiting to long to buff at the beginning of the fight, is it counter productive? A few clips I seen him buff in the middle of the fight which gives more time for you to do damage. If you wait to long buffing at the beginning, wouldnt that give him time to buff and less likely to cast a buff spell in the middle of the fight(assuming the spells he casts are random)?
