Learning Spells in Level Cap Areas

Is it possible to learn spells while in an area like Phomiuna Aqueducts?
I just want to get this cleared up. I'm having a hard time learning Stinking Gas
here, while every other spell has been easy to learn.
Also, is it possible to learn, say, a level 50 spell as a level 50 Blue Mage in a level
40 cap area?
