Actually you can get alot done in the windy area. Cocoon, Pollen, Metal Skin, wild oats, Power Attack (beetles in Outter Horoto ruins) and bludgeon (fight 2 of swords in south tower in west saru). And finally Feather storm...so out of all the areas you can get the most done here out of anywhere. You can even run to tahronghi canyon and get sprout smack and heeling breeze also.
