Just to help people get this retarded spell (spent 6 hours grabbing it)
Imps only use Frenetic Rip if they WS after throwing their horn away (this happens very rarely). Similiarly, Lamia will only use Hysteric Barrage if their weapon breaks. I notice that Imps will rarely throw their horn away at low hp levels and seem to have a higher tendency to do this when their hp is high.
It's worth it though - Frenetic breaks 300 damage on IT monsters (that have low defense)and usually does 500-600+ on anything else.
Alternatively - help people fight Bukki (Imp quest NM) cause he spams the skill.
Next up: Disseverement. Augh.
