No, it is Auto-Refresh I believe but like every other Auto-Refresh, it's only 1 MP/tick.

I think your getting the 2 MP/tick from the Auto Refresh and from the Vermillion Cloak

They was a rumor a month or so ago that there was a combo that gave 2 MP/tick, but was since disproven. The guy who was testing it was at some S-E convention and was able to play BLU and was testing spells. He found one he believed to be 2 MP/tick but it turned out he was wearing the full set of Yigit, giving him an extra 1/tick. Either that or some other piece of gear that hasn't been released yet, I forget which.

any and all auto-refresh traits will only give 1mp/tick.
its free, automatic, persistent mp. cant ask for a full 3mp/tick 24/7, that would make it completely unbalanced.
