Basically in a nut shell, Blue Mages use their "Learn" ability to learn attacks and abilities that monsters can use. They can then use the abilities they have learned against the enemy they are fighting. Its pretty cool.

OK. they've updated th' servers, and whatnot, so now I've gotta run to th' store an' purchase th' expansion pack, before I get to use th' blue mage?!

You've got to run to the store later on in 2006 and buy the expansion since it won't be available until probably May.
The server update had nothing to do with the upcoming expansion. It was implementing a few things from the Dec. 12th update.
