It comes out with the new expansion "Treasures of Aht Urhgan", as for the Blue Mage learning his Blue Magic there was actually 2 ways that were done. 1 was they have to survive the attack, another was that the attack simply just had to be used in the fight. The second one as far as I knew became more of the regular because it allowed the Blue Mages to learn abilities such as Divine Wind (Healing spell), and various other party/self boosting abilities.

Well yes you will have to buy it, it's an expansion not an upgrade. Though really not much a difference between the two with the exception that expansion is a MASSIVE upgrade, if they put that out for DL it would take months for everyone to get and likely crash the server multiple times.
Also since it's release new content seperate of CoP design and is expanding Vana'diel of course a company wouldn't realease it to make profit. They'd have to be brain dead not too. As far as release I really haven't looked but I think it's suppose to be like end of October or end of November??
If I recall correctly it's suppose to be out around Christmas sales rush, probably on Black Friday (The Friday after Thanksgiving, largest day for christmas shopping).

Yet another way was by using a technique to absorb the ability from a monster (like Kimari's Lancet and Quina's Eat from FFX and FFIX, because they were technically Blue Mages as well), which is what I'm starting to lean towards as to how SE will do it.

you know...it's quite possible that if they don't make Blue Mages very survivable then they probably won't be learning techniques while in a party. Just like they have skill up parties, you might see blue mages running around in Learning Parties. Or Blue mages just might have to go out on their own time and learn the abilities from the weaker forms of the enemies solo.

Kimahri was a Blue Mage, and could learn enemy abilities simply by using a special ability that allowed him to absorb that ability.

hmmmm I heard Bluemage casts depending on TP not MP but thats what I heard, so one of my ls members said, if it is dependant on TP then why not sub SAM?

if thats ture then it would only serve to make a good Sjob after 60, but I would say white mage below it, since a whitemage will always give good MP boosts.
