I am lv 31 BST, at what lv could go to Zi'Tah and xp? I am thinking in the upper 30's maybe? any help or advice would be most welcomed.

Usually, you won't be able to go to Zi'tah until the early to mid 40's.
The Anthologies give you a good idea as to when you an level there. Furthermore, I like to cross-check levels in a Bestiary : Zi'tahBST66

31 i did KoKo tunnel. 32-34 east desert spider vs spider, 34-36 i did anything vs bombs.
i once tried Zitah later in lvls, i fought near the outpost, an for me personally i di not like it at all. but those above are when an where i went.
Nin75, Bst75. Drk61, War61, Rdm40, All other jobs are 37. All 3 starting city missions completed. All Zilart missions completed. All CoP missions completed. TouA completed.Comment

If you are going to do Zi'Tah i'd recommend going further north of the outpost to where there are a ton of leeches scattered around. XP can flow really nicely there if you get it right.
