So CHR does not effect hate or enmity. At least we know that now. It says it does affect how Charm is used and how it is resisted. That answer is kind of cryptic though...

Well to me that makes it sound like more charisma doesn't necessarily affect your chance to charm, but it's more a case of 'more charisma will reduce chance of failing.' O_o

As in, BSTs are guaranteed to charm something, *eventually*. It's just a question of how long it takes.
