can someone explain the lvl 23 ability, "Call Beast"?..

in the strategy guide, its described as "calls a beast by using the contents of a jug"...

what exactly does this mean?..

is it a specific beast or is it random? and what lvl of strength is it in relation to you (i.e. "even match", "decent challenge", etc..)?...

You can buy jugs of various broths that summon different types of familiars when you use call beast. I don't know what level relation to the caller the beasts are, but I think it's a set level, but is rather high for the level you get the broth. They also seem to never de-charm or anything, and are pets untill they are killed or released in some way.

Higher level broths, 40+ I think, start summoning special NM pets, which is really cool.

The pets automatically go away after 15 minutes or so. Unfortunately most of the pets have level caps, meaning as you level they become much less worthwhile. The only pet I've seen that doesn't appear to have a level cap is the funguar pet bought in kazham.
