Can't find the cliff (and flowers)

I'm at F-8 in Qufim, at the cliff, and there's no way to get down anywhere!!!

None whatsoever!
I don't see any paths or anything, all I see is the waves breaking against the sea wall.

I've ran back and forth 10 times and there's nothing there... WTF?!
