Questions about Magic Finale

I'm still confused.

What does it do, is it worth making a macro for it, when's the right time to sing it, and are there any instruments that make it more effective?

Magic Finale is the BRD version of Dispel, basically. So, it removes one Buff effect from a monster.

i.e. Monster casts and gains Stoneskin

You can cast Finale and if succesful, it would remove that beneficial effect.
