I haven't seen a definative answer to this question yet and this seems to be the most knowledgable thread I have seen regarding bards at this point, so here it goes:

Does the RDM's Fast Cast ability affect Bard Song cast time?

From what I have read, yes the fast cast affects the song time. It is random though.

I asked a level 70BRD/35RDM on Midgardsormr is Fast Cast worked, and he said Yes
