You'll see a difference in TP but certainly not in damage. I'll have to check mob tp after the use of a dual wield weapon skill, but I know for fact that Viper bite (as an example) gains no extra damage from the off hand. The TP return seems to calculate the first hit as an entire attack round, which in this case is 10 TP, while not actually factoring an extra hit.
I'm told that Dancing edge is the same. 14 TP if it all lands with dual wield, 9 without and no difference to average damage.
EDIT: technically Viper bite is calculated as 1 hit, 2x damage. (shrug)
With Dancing I can clearly see a diff in dmg on exp mobs between 9% and 14% TP returns for dmg.
With viper, go to qufim as /nin. Do viper to a giant while dual wielding. Then do it with only 1 dagger. The dual wield one will to about 2X as much damage cause its 2 hits instead of one. Although the second hit does less to exp mobs, it /does/ show an effect.
