I think that part of the reasoning for a PT leader to select a place is familiarity and being totally lazy.
Most players (read: 99% of every server's 5,000+ active player on roster) do not have a secondary form of equipment set. I don't mean swapping in rings on a cast or renkei - I mean having another gear set (And multiple Support Jobs) based on the possibilities that one might have to go to a camp that usually they don't go to.
This means that, instead of subbing NIN, a SAM may find that having /WAR might work better on high evasive, but highly inaccurate, enemies. At this point, having Berserk, Double Attack and Provoke might come in handy over casting shadows. It also might mean having more +acc instead of packing the usual +atk/+STR gear. This is just a crude example, as I'm sure others here can bring up even better examples to illustrate this point.
Bottom line, it seems that Vana'Diel is just inundated with a lot of lazy players. The ease of which exp is gained in ToAU areas is really a double-edged sword. On one hand, meripo goes fast and easy, but on the other hand, most players would be at a total loss if forced to come up with a secondary exp camp instead of their usual Imps for lolchain250lol exp.
