I accepted terepo hora from Erpedur or whoever, and then I went to the ??? in gusgen in bomb room and touched it. I got nothing, however. Is there a refresh rate on item even though its a key item/blue thing, or am I supposed to talk to someone else before touching the ??? Thank you.

You are not suppose to get any key item back for that quest. But make sure you check the right ??? for the quest (the ??? behind a house) instead of the ??? for Monk AF1.FF XI: Bebetaro NIN52/WAR26
