When there is a battle going on in the zone you are in triggers the latent. You don't need to be tagged either.

Eh? No. It kicks in when your HP is below a certain %, which varies according to how many areas your nation controls, just like the Refresh effect you can buy.When there is a battle going on in the zone you are in triggers the latent. You don't need to be tagged either.
