Airship Pass...

I am new to the game, and i was wondering... How do you get a airship pass... I am only a level 6 monk so if that has anything to do with it... Also where do i bring the Ointment to i could have swore it said Watch Tower but yet nobody will take it....

Airship pass is Rank 5.

The ointment goes to a guy standing on the road that runs past Ghelsba in West Ronfaure.
