Fungus Cap ^^ Is it a quest?

I'm not sure if it is a quest but I'd like to know the details of getting the fungus cap. After reading starvingartist's journal about it, I felt the need for a fungus cap too.

It isn't a quest. It's the item drop by NM name "Tumbling Truffle" at LaTheine.
Japanese website say Lv20 can hunt it.

Please try this website has a lot of NM information.
