RSE Ammo

Hello everyone

I was trying to get this quest done, but I couldn't get the quest from the goblin in Lower Jeuno's Goblin Shop. Does anyone know if I must have the quest activated in order to pop the NM from the ??? in either Ordel Caves, Maze of Sha, or Gusgen Mines?

It's not a quest. Just go to whatever hellhole for your RSE week and you can pop the NM.
