do I have to get over 2000 points before it goes to level two or just do alot of quests?

Yup, and by lvl 10, you can easily solo your way to rank 2 in all the countries I believe. 2 -> 3 takes a party at or near 25, and from there the minimum lvl needed (not required, you can leech if you want to, though I don't recommend it) rises.

Trade the guard who gives you signet some crystals. some give more points than others.
