how to get the mission orders

Im trying to get the mission orders for the Evi quest in bastok but everytime I click on the ? marks it keep saying theres nothing there. Do I have to dig it up or just wait for it to appear?

Any advice will help

Not exactly sure which mission your referring to. What rank are you and what number mission in the series are you on? ie: 1-2, 2-1?

its actually a quest called Past Perfect and it requires no rank but I'm only rank one to let you know.

Past Perfect
Zone: Harbor Way (H-6)
NPC: Evi
Start: Talk to Evi

Walkthrough: First, talk to Evi (I-6). Next, talk to Rafaela beside him. Then talk with Evi again. He wants you to retrieve the mission orders that he buried in Konschtat Highlands. Look for a ??? beside a windmill (G-8). Return to him for your reward.

Reward: Scale Mail

there are 2 places where ??? are. just got to get the right one(west side, under building)
somewhere in g-8
