I got this quest from Regine in the Sandoria Magicmart. I am given 15 pieces of paper.. what am I supposed to do with them?

This quest is one of the most worthless quest i've ever done ><

took me about an hr to do...only given 400gil at the end...TT


EDIT: I did it with ranger ability and I also got everyone's location too >< and still takes forever

it's a big help to do quests if you have the ranger scan ability because you can also scan for NPC's.
I can see where just about any npc is if I stand in the middle of the map
