Starlight Celebration

I was wondering if anyone could maybe post a guide for how to get all the various items that this event has to offer. Mostly, I'm just interested in Dream Hat + 1, so if someone can tell me how to get that , I'll feel like I learned something today.

but the main festival events have not yet started. only vendor moogles are about (where you can buy regular Dream Hat for 10k).
