50. But you can and should try to collect your rare-ex items before you hit 50. Then once you do, you just start the quest, hand in the items, and finish the quest in ten seconds.

Genkai 2 can be started at level 51-55, genkai 3 can be started at level 56-60, genkai 4 at 61-65, and genkai 5 at level 66-70. You can also collect your testimony for genkai 5 in advance, but otherwise for the rest of the genkais, you can only do the quest once you've started it.
