Yah I've this mission too. But haven't really completed it. Seems like we will need to use low level jobs(less than 5) to complete it. Well could count me in if you want to do it sometime. Just give me a tell or something. But I think we need more guys to join in.

It's quest not mission.
You have to make a 6 members PT of Lv5 (or lower) then go to Northen Gustaberg talk to a man near the river (on a map that you go to Kanschtat).
You will complete the quest after talk with Izabele again.

Under level 5, or is level 5 OK?

And if someone levels past the cutoff during the quest, it's over?

When I do this quest, I go with Lv5 6 members. So, Lv5 is ok.
If Lv about 5, you should waste your time and risk getting kill by monster along the way...
