I just got it recently for my lvl 27 WHM. I've done 25 unique quests in San d'Oria plus many, many repeatables. Other than that I've done the sub-job quest in Selbina, the chocobo and airship quests in Jeuno and one random quest in Windhurst... that's it! I think the key here is doing the repeatable quests. Someone else in my linkshell has done over 30 unique quests in San d'Oria plus the sub-job, chocobo, airship quests and still can't get the goblin to talk to him because he hasn't done enough repeatable quests to get his fame up.

I FINALLY GOT IT!!
Yay! I did a couple of repeatable quests so they actally appeared in my quest log (and redid a couple about 2-3 times), so in terms of numbers, I have done about 25ish quests - according to my log, which kinda tallies in with how many you've done mlwolfinger.
I haven't done any quests anywhere else except Bastok, Windurst and Jueno. Bastok, I've done like.. 4. Jueno I've done the choco, and BST ones (kazham too, if that is regarded as one). For Windurst I just did enough to get about 25 separate quests listed in my log, and also done a fair few repeatables.
The gobbie bag quest was activated too. And I even managed to kill a few dancing weapons (with the Kraken, hehe) to get a Kaiser sword to give to Imasuke, which he didn't want before. It's cool. You get enough fame and the game just starts opening up.
Oh! And the mog safe expansion quest activated too. Hehe. Just need to get the bow and ring.

I've done 3 windhurst quests, 0 bastok quests... lots of san d'oria quests and I got RSE quest and gobbiebag quest 2 (jeuno level 4 fame), dual fame is a lie ._.Atomsk, Mithra of Ifrit.

Ive never really bothered with quests before until recently... How does one check their fame level? Ive done 16-20 quests (maybe a few repeatables) but now that I need to unlock some Ninja quests in Norg fame is of the essence.
