bastok: Past Pefect. Help please.

I need help with the bastok quest "Past Pefrect" i can't seem to do it. Evi tells me no information regarding his papers so the quest won't register as a current quest. also when i go to the windmill and examine the ??? it tells me "You thought you saw something, but found nothing." no matter what i do. i need help please. Has anyone done this quest? :spin:
