Legionnaire's Staff???

How do i get this staff other then the ah. is there a quest i can do to get this lvl 10 staff???

comon no one knows what quest you get this in????? Really don't want to pay for it because the Bismarck Auction House is really jacked. they want 5k gil for this thing. fir gods sake it is a lvl 10 weapon!!!!
