Help on Quest in Sandy

OK, there is a quest in Sandy that asks you to get 3 tooths of the Tiger right? I read the faq, it says go to the Item shop in Southern Sandy, and trade it to the owner. This item store should be the Sundries store near the rambroi`s store right?

I couldn`t get the quest at all somehow, can someone confirm this one?

This quest needs a certain fame within San Doria in order for it to open up. Do more San Doria quests will do.

if I remember right you also have to do the other quests for this NPC first.
