Well, I've done this quest 5 or more times helping others, once myself and remembered where all the people are, so I marked them on my map and made a little "faq" kinda, and when I say "x or x" it's because I'm not sure wich person it is that you have to give it to, soo.. here it is
PORT SAN D'ORIA:

(J-10) - Answald - Near Mog House, Hume in armor
(H-9) - Portaure - Cargo Room B (Delivery quest room), elvaan in MNK/SAM/NIN clothes
(H-9) - Bonarpant or Prietta - Above Cargo Room B ("watch deck"), one or the other elvaans wearing lvl 1 RSE
(I-9) - Miene - standing alone (part of the thief quest), Elvaan kid in a yellow dress
(H-5) - Auvare - Behind Air Travel Agency (tells you about a wallet), Elvaan kid
NORTHERN SAN D'ORIA:

(F-3) - Aurege or Guilberdrier - elvaans near the carpenters guild, by the wood
(F-3) - Villion - direcly above the guy below near the carpenters guild, elvaan
(F-6) Capiria - Near the big water fall, elvaan in lvl 1 rse, looking for her "boyriend"
(F-8) - Boncort - Back right room inside "Pheonix Pearch Inn, Elvaan in a robe
(M-6) - Coullene - Cathedral, elvaan with a tunic, straight to the main room then to the left
SOUTHERN SAN D'ORIA:

(J-9) - Blendare or Authere - One of the two kids near the auction house under a tree, elvaan kid
(F-8) - Leuveret - Elvaan kid who like honey on top of Raimbory's grocery
(L-9) - Maugie - Elvaan elderly lady, near the east gate to east ronfaure under a tree
(K-9) - Adaunel - on top of the arc going to East ronfaure, talks about astronomy, elvaan aswell
(K-7) Rosel - old elvaan man inside of the his armor shp, also gives you the receipt quest
and if any of these are false or anything.. just tell me.... hope it helps X.x
