looks like once you get 4 of the Animal God's Seals (dropped by many lv60+ PT monsters), you have to trade them to 4 people in Vana'diel...you won't get any quest related conversation from the tradee, you'll simply trade the seal and recieve the key item...
When your trade is successful, you'll get a key item - ?l–Ê?Î - (Stone of Man's Presence) from that person...talk to Maat again after getting 4 sone key items...
獣神印章は楽以上の強さの敵が落とします。
獣神印章をこっそり渡すと、何も言わずに人面石をくれるという人物の特徴は
人によって渡す人物が異なるようです。
4人に渡してそれぞれから人面石を渡された後、Maatに話せば終了。

マートのヒントを元に、
この世界のどこかにいる4人の人物に
「獣人印章」を渡して「人面石」を集めれば
次の限界を突破できるらしい。
From information given by Maat, you should present a special Beastman's Seal to 4 people around the world. If you gather the "Stones on Man's Presence", it can break the following limit it seems.
