To reactivate your account, you need the original credit card info that was attached to it.
As far as JP acct is concerned, no, you don't need the previous payment information. You only need the POL ID/Pass to enter the SSL page, and new payment info you intend to use from then on.
Ahhh, I didn't know that. Lucky for them. I had to search like 6 months of bank records to find the original card my account was activated on to start my account back up again.

I have an active JP based account. I don't suppose they have allowed players to switch to the NA billing system have they? I haven't played for a while and it looks a lot cheaper to get the last 2 expansions in NA =( $30 for every expansion.
I can't even remember how to type the fake Japanese address anymore, and PiNG took down the guide that said how to do it, and that contained the address I used. That makes it hard if I ever have to call them for any account problem.
The Ramnix page offering help to importers that used a fake Japanese address also hasn't been giving a response email in at least a year.

That may be, but the Japanese monthly fee is cheaper after currency conversion, and should make up for the difference in cost over the time you are likely to play.
There has been no such transfer option. If you want to switch billing systems, you have to start over, and that's probably the way it will stay since Content IDs aren't transferrable, and registration codes are locked to region. Opening it up to let people change billing systems would be likely to result in people switching to the system that costs the least per month.

You have to speak Japanese or have someone call on your behalf who speaks Japanese and has all of your account information. They stopped taking calls in English once the American version was released. You can't reactivate the account and enter new billing information until you resolve the issue over the phone or turn the paper bill with payment into a Japanese convenience store. If you were changing billing information before getting the billing problem, you'd follow bside's directions, since you need the ID and password to change account information, and you have to log in securely to do so.
As for the question about the exchange rate, I get billed just over $11 US per month for my Japanese FFXI account if I only have one character active. It's been about that price since I registered the game in July of 2002. I've never seen it get as high as the $12.95 US for a US account. Even adding another character to have a mule doesn't increase my fee by a full dollar.

There's no need to call support if it's just to change the billing information. My posts in this thread should make enough sense as to how.
However, changing the billing information this way unlikey resolve your situation at hand, as you owe them some money which must be paid first. And to pay it, you probably have to call them up.
I suggest you call the NA support and tell them the situation, and see if they can help you. While JP and NA billing systems work separately, ask what would happen/be needed to resolve if this were the case w/ NA accounts.

I can call support here to see what's generally needed to resolve the situation. However, helping any further means you giving me your name, address, and most importantly CC#, which I wouldn't give to someone I've never met, though I'm not intended to use it.
Today is a national holiday here in Japan, so I'll call tomorrow.
