Actually they wouldn't have to worry about that, because most users would not have the IME installed and enabled, much less even know how to enable it.

If they did implement it and also did so on the consoles, then yes they would have to worry about it for console users, because you can't uninstall the IME on the console version. That's the consideration I was making. SE wants the console versions to be as capable as the PC version, except when it comes to graphics resolution. The problem is, since the can't tell who plays on PC only and those that play on multiple platforms with one account, they'd have to pay the fee for every console version sold outside Japan if they did that. That's a major fee to be hit with all of a sudden, and thus it's not something they're going to want to do if they didn't at the start of non-Japanese releases.

Think how easy it is to accidentally hit some of the IME swap commands if you didn't know what they are, and didn't know what you exactly did to trigger it. Trying to hit your Alt+1 macro, you could hit Alt+~ instead and be in trouble.
