Direct 9 was suppose to be released along with the WOTG expansion. That was over 6 months ago. As it stands now were playing a game in D-8 which came out at the launch of FFXI.
Nin75, Bst75. Drk61, War61, Rdm40, All other jobs are 37. All 3 starting city missions completed. All Zilart missions completed. All CoP missions completed. TouA completed.

I'm open to correction as only going from briefs skims over the topics on various sites. But I vaguely remember FFXI being DX7 at launch and was "upgraded" to DX8 recently. I don't think SE ever disclosed which version of DX it was being "upgraded to", just that it was being upgraded.
Basically no setup, hardware or software will net you 29.3 (30 FPS) constant, not to mention you have no funds..

Nope. Minimum system requirements haven't changed with the exception of requiring a DVD drive for later expansions.
Minimum card for graphics is a DX7 GeForce 1. Audio is listed as requiring a DX8.1 compatible sound card. The graphics are most likely using DX7 functions even though the game seems to report itself as Direct X 8.
Lastly, the DX9 update was never 'supposed' to show up with Wings. The one time they mentioned it, it was said they hoped to have it in time for Wings. One mention then never again makes me believe it is not happening.
As I recall, there was also a statement at some event that Windowed mode implementation was being held up by the DirectX 9 implementation effort, or was in some way dependent on it. So there was a strong expectation that the Windowed mode update would include changing the system to DX9. That didn't happen, and there's been no word on the matter since.
