You have wireless internet, sure, but that signal is being broadcast from somewhere.
Try doing what StarvingArtist said by directly connecting your computer to the modem with an ethernet cable. If that fixes the issue, the problem is your wireless access point I imagine.
I still highly doubt your issue is a proxy server. Probably because you aren't connected to a proxy server.

Well it turns out it had nothing to do with the proxy, or the internet connection. To be honest, I still dont't know exactly what the problem was. But the point is, it works now.
That did nothing. It did everything it was supposed to do except install the actual game! And it won't let me install it manually either. It basically says I have to do it all at once, but that's exactly what I tried to do earlier.
I misunderstood the directions. I have the collection edition and after I opened the folder I assumed I had to click on FFXI and then I would get the setup instuctions, but the setup was seperate.
