Environmental animation affects things like the dandelions in La Theine Plateau. They're non-weather-related movement of objects in the background. Most zones don't use much environmental animation, so they generally don't affect lag much unless you have a slow machine and are in one of the more heavily-invested zones.

ToAU areas, particularly the Thickets zone, makes heavy use of environmental animation and my 9600 just craps out in this zone (Like having quadruple earth weather out) The graphics lag out making it seem like the internet connection is poopy. If you're having problems, just tone it down or turn it off completely. Seeing weeds sway in the breeze might be aesthetically pleasing but being able to perform certainly is priority over looking pretty.
