I have the same problem, US installation, no other installations. Came back from vacation, patched, and now I have this..

Anyone figure out what this is? I really don't want to reinstall the darned thing if it's just one or two files / registry keys that are out of place

Was a solution ever figured out for this? I copied my NA FFXI folder to a seperate drive to use with the JP POL Viewer without having to do a file check every time I switched. This was letting me log in right up until the preparatory patches and installation of NA Wings of the Goddess and updating the folder with the new files. Nw the JP version is getting the error. I have JP PS2 install discs, since that's my main platform, but no later PC install discs.

Only way I got it to go away with several pople helping troubleshoot was to get my hands on JP install discs for everything, and installing a seperate JP FFXI folder. Trying to merge my NA and JP folders seems to break one or the other, and it seems like Wings of the Goddess is the point of differentiation to where I can no longer do a successful merge and share the install.
