Must you have COP installed to Update FFXI?

I've been having some recent problems with my FFXI.
I went on vacation for two weeks, when I come back..I try to log on FFXI and it says I need to Update. I try to Update but after a few seconds of Updating, a POL Network Connection Error pops up.
I've been on the phone with the POL people for a couple of hours trying to figure out what was wrong. I have to call my modem company either to check if there's a firewall on the modem that's blocking FFXI.
Does anyone have any suggestions on what I can do? Does COP have to be installed in order to Update FFXI because I haven't bought the expansion pack yet..
Any suggestions/answers will be greatly appreciated..

Don't need CoP, there's a different set of patches for CoP-installed users and non-CoP installed users. Which POL Error is it? The common 1190 (or is it 1160?) means you should just try again sometime later. I think some specific ISP users are having problems logging in, but I'm not quite sure.
