reason i say this is you are citing "it only happens when moving the camera or running"
your not going to usually notice a glitch like that standing outside your mh or at the ah so it could be happening more than you think..unless you always pay close attention when someone runs by or so on.
if your using windows make sure indexing service is turned off.. it kicks on and off randomly and can affect gameplay..
some firewalls can cause the issues as well.. check what time your firewalls/antivirus programs are set to download updates and run scans.. if they are set during your game time change times to around 30 minutes after you normally shut down/go ot bed.
another thing to do or try is put ffxi in windowed mode and when you start noticing the glitch (make sure your not in a position to get yourself killed) minimize it ctrl+alt+del to bring up system manager and hit your processes tab and find out whats running or starting up.
had a similar issue few months back and it took me a few tries to catch what was doing it and then a few more times verifying that process was the issue and tracked it down to another game through atari or something that was kicking on doing a system check and sending info to its server.. gamespy arcade type thing (i had not realized i had clicked yes on the share system info thing).
there are also several microsoft programs that are notorious about doing things like that..
