There are some emotes that just won't need a motion, smile, grin and the like. I think leaving slap out was a conscious decision because someone knew that there would be a lot of kids playing the game that would act like idiots.
I also believe that /dance not having its own motion was intentional. When you look at the rest of the emote motions, they are really very simple motions where a dance is not, I believe that /dance was thrown in as a suggestion to make your own as a series of other emotes. You can tell the game to do the motion without printing out the associated message and at the start of that macro put /dance so the game still prints out "Mhurron dances happily" or "Mhurron dances with <t>" depending on if you had anyone targeted or not like other emotes.
