    or vendors that sell silent oils/prism powders (it would at least make getting to the gustav zone camps safer if they were willing to invest in them)

      I think there should be a Nomad Moogle in Mahura/Selbina but he'll only help you if you do him a favor(*Cough*Quest*Cough*). Maybe a BCNM like the NPC fellow quest. It had a level cap of 40 but it was easily soloable a few levels before(I did it at 37). So the newbies can take time to learn the basics while the people who've been through the dunes already can feel more comfortable.

      I suppose the quest would be something like the moogle's cousin got kidnapped by Beastmen and chased them from Khazham only to find out they headed south to Palborough Mines. And after the battle you'd recieve a cutscene from the kidnapped Moogle. And as a thanks the Nomad moogle will stay and allow you to change Jobs/Check your safe/etc.

        Just take the cap off the outposts finally and everything will sort itself out.
